Morale, unrest & breakaways
Taking a city is only the first half of governing it.
Each city tracks morale, unrest, grief, resentment and war weariness. Deaths within 550 of a friendly completed city cause grief without government blame; distant losses also add resentment and more weariness. Large countries, crowding, heavy recruitment and prolonged war budgets strain support. At 100 unrest, resentment below 35 produces neutral independence; 35 or more produces armed revolt, war with the former ruler and defection of surviving hometown troops everywhere. Opening fire adds 45 resentment. Stabilize costs 150 alloy: +32 morale, −40 unrest, −2 resentment and less grief, with welfare allocation. A quarter arrives immediately and the rest over 15 seconds; reuse after 45 seconds. Relief removes 1 resentment; talks remove 4. Read the city panel for the actual unrest trend.
