Arming protesters
An expensive, uncertain way to deepen a foreign crisis.
An active protest crowd in any foreign city can be targeted, including neutral countries and human allies. Spend 320 alloy for a 60% chance of success: +30 unrest immediately and up to +30 over 30 seconds if protests continue. Failure spends the money and exposes the sponsor. A current peace truce blocks interference; hives cannot sponsor it. The target has a 90-second cooldown and the sponsor a 30-second cooldown. Suppression and recovery can contain the crisis. Rebels never automatically join you.
