Purchase an independent state

Non-Devourers can purchase an independent AI state through Diplomacy / peace offers. Make peace first if you are at war. The single payment transfers all its cities, buildings and surviving forces without conquest damage. Your technology and diplomacy then apply; the former state’s treasury and research do not transfer. Original commander countries and human-controlled countries cannot be purchased. Devourers cannot buy or join another country.
